Here is a downloadable scan of official US Navy Contract Plans of the Pennsylvania class battleships USS Pennsylvania BB-38 and USS Arizona BB-39 prepared by the US Navy Bureau of Construction and Repair, Washington, D.C., dated 8 July 1913.  This scan shows the right side of the original drawing which shows forward portions of plan (overhead) views of the ships' main deck and 2nd deck.  Contract plans were provided to shipbuilders to aid in the further development of the ships' design.  The drawing is signed by then-Acting Secretary of the Navy Franklin D. Roosevelt.
 
The original scan was obtained from the US National Archives and Records Administration, College Park, Maryland.
